This technique, called “lifting the camera strap”, is very similar to “fiddling with your knobs”. It works in pretty much the same way but the action you complete to distract the target is to lift the camera strap from around your neck. This movement is quite an obvious one to the target subject who will probably not think that you will be taking their photograph.
The action of raising the camera strap from around your neck also allows you to bring the camera upwards to a higher level, almost face level with the target. It needs some practice to do this with one hand on the strap and the other holding the camera, while at the same time, actually pressing the shutter release to capture the image. Take care not to let the camera strap fall over the lens and get in the way of the shot. Again, it does take some practice to perfect.
